Rochester Police Department Records

The Rochester Police Department handles law enforcement for the city. When officers make an arrest, the person is transported to the Olmsted County Jail for booking. The police department maintains its own records including incident reports, case files, and crime data that you can request separately through the Records Unit.

The department has two in-person locations where you can submit records requests. The main location is the Law Enforcement Center Police Department Window, 2nd Floor, 101 SE 4th Street, Rochester. A second option is the North Station Records Window at 4001 West River Pkwy NW, Suite 200, Rochester. Both locations are open Monday through Friday, excluding holidays, from 8:00 a.m. to 4:30 p.m.

How to Request Rochester Booking Reports and Police Records

The Rochester Police Department uses an online records portal for requests. You can start a request at rochestermn.qscend.com. The portal walks you through what type of record you need and how to submit your request. This is often faster than calling or visiting in person, and it creates a record of your submission so you can follow up if needed.

If you prefer to contact the department directly, use the phone or email listed above. Walk-in requests are accepted during business hours at either the Law Enforcement Center or the North Station. Have as much information as possible ready when you submit: the date of the incident, the names involved, and the case number if you have it. This speeds up processing considerably.

Records available include incident reports, arrest records, and other data classified as public under the Minnesota Government Data Practices Act. Some records may be restricted if they involve active investigations, juvenile subjects, or data protected by law. The department will let you know if any portion of your request cannot be released and why.

Once you sign up, you get automatic alerts when the person is released, transferred, or has a court date scheduled. The service is free and runs around the clock.

VINE connects to the jail's records system and sends updates by phone, email, or text depending on how you set it up. You don't need to call the jail repeatedly to check on status. VINE handles that automatically once you register. Anyone can use the service, not just those with direct involvement in the case.

Rochester Court Records and BCA Searches

A booking report shows that someone was arrested and what they were charged with at intake. It doesn't tell you how the case ended. For that, search Minnesota Court Records Online at publicaccess.courts.state.mn.us. This is the state's free public access system. Search by name to find case numbers, hearing dates, charges, and dispositions for cases in Olmsted County District Court. Rochester cases go through the 3rd Judicial District.

The Minnesota Bureau of Criminal Apprehension runs a criminal history search tool at dps.mn.gov. BCA searches return statewide conviction records from all Minnesota counties. There is a small fee to run a search. This is different from the jail roster, which only shows current custody. The BCA search shows the full criminal history on file with the state.
